Regulations introduced by the Chinese Quarantine Bureau to prevent Zika virus from spreading are affecting all vessels that import cargo to China from overseas. The Government of China has not standardized the requirements to be met, i.e. the costs of fumigation or Mosquito Eradication Certificate (MEC) for Chinese ports, thus each port has different Zika virus prevention policies. However, all the ports agree that prevention is better than cure, thus all vessels with foreign flags or Chinese flags are obligated to follow the relevant regulations and guidelines while calling at respective ports:
BAYUQUAN
- MEC requirement: YES
- Fumigation costs: USD 1 500 MEC / Tug boat approx. RMB (CNY) 40 000
- All vessels calling the port from overseas voyage are required to undergo the quarantine inspection at port anchorage.
- Vessels sailing from Zika contamination area without valid MEC on board are obligated to obtain MEC at anchorage.
- Vessel sailing from Zika contamination area with valid MEC on board are subject to the quarantine inspection at anchorage (if no special circumstances occur).
- Vessels sailing from non-contamination area may conduct the quarantine inspection at berth (if no special circumstances occur).
BEIHAI
- MEC requirement: NO (MEC is still required for vessels sailing from Brazil)
- Mosquito Eradication Certificate requirement has been cancelled upon latest regulation revision.
- Vessels sailing from Zika contamination area without valid MEC on board are obligated to undergo mosquito eradication at berth. Quarantine inspection at anchorage is not required.
DADONG
- MEC requirement: YES
- Fumigation costs: RMB (CNY) 0,05*GRT MEC / Tug boat approx. RMB (CNY) 12 000
- All vessels calling the port from overseas voyage are required to undergo quarantine inspection at port anchorage or at berth.
- Vessels sailing from Zika contamination area without valid MEC on board are obligated to obtain MEC at anchorage.
- Vessel sailing from Zika contamination area with valid MEC on board are subject to quarantine inspection at berth (if no special circumstances occur).
- Vessels that were not alongside in a Zika contamination area (e.g. bunkering at the Singapore Anchorage) are not required to issue MEC.
DALIAN
- MEC requirement: YES (except grain cargoes*)
- Fumigation costs: RMB (CNY) 0,05*GRT MEC / Tug boat approx.. RMB (CNY) 7 000 (if required by quarantine officer)
- All vessels calling the port from overseas voyage are required to undergo quarantine inspection at port anchorage.
- Vessel sailing from Zika contamination area without valid MEC on board are obligated to obtain MEC at anchorage.
*All grain cargo vessels that have sailed from port of loading after 5 March do not require MEC, however local quarantine officer may apply preventive measurements such as inspection.
FANGCHENG
- MEC requirement: NO
- Fumigation costs: USD 500 quarantine inspection / if the cargo hold will be in bad condition, fumigation fee of RMB (CNY) 0,6*GRT will be charged / barge fee USD 4 000.
- Mosquito Eradication Certificate requirement has been cancelled upon latest regulation revision
FUZHOU
- MEC requirement: NO
- Mosquito Eradication Certificate requirement has been cancelled upon latest regulation revision.
JINGTANG
- MEC requirement: NO
- Mosquito Eradication Certificate requirement has been cancelled upon latest regulation revision.
- Vessels discharging at the port are subject to random quarantine inspections at anchorage.
LAIZHOU
- MEC requirement: TBA
- Vessels sailing from Zika contamination area with valid MEC on board area are required to undergo the quarantine inspection at anchorage.
- Vessels sailing from Zika contamination area without valid MEC on board are obligated to undergo inspection and mosquito eradication. All the crew must be disembarked while conducting mosquito eradication.
LANSHAN
- MEC requirement: NO
- Vessels sailing from Angola and Brazil are required to undergo quarantine inspection at anchorage.
LONGKOU
- MEC requirement: YES
- Vessels sailing from Zika contamination area without valid MEC on board are obligated to obtain MEC.
- All vessels calling the port from overseas voyage are subject to quarantine inspection at port anchorage or at berth, depending on quarantine officer decision.
MACHONG
- MEC requirement: NO
- Fumigation costs: RMB (CNY) 0,05*GRT quarantine inspection / barge fee RMB 20 000
- Mosquito Eradication Certificate requirement has been cancelled upon latest regulation revision.
- All vessels calling the port from overseas voyage are required to undergo quarantine inspection at port anchorage.
NINGBO
- MEC requirement: NO
- All grain vessels calling the port from overseas voyage are required to undergo quarantine inspection at port anchorage.
- Fumigation requirement is subject to quarantine officer decision.
PUTIAN
- MEC requirement: NO
- Mosquito Eradication Certificate requirement has been cancelled upon latest regulation revision.
QINGDAO
- MEC requirement: NO
- Mosquito Eradication Certificate requirement has been cancelled upon latest regulation revision.
- All vessels calling the port from overseas voyage are subject to quarantine inspection at port anchorage or at berth, depending on quarantine officer decision.
QINZHOU
- MEC requirement: TBA
- Vessels sailing from Zika contamination area without valid MEC on board are obligated to undergo mosquito eradication at berth. Quarantine inspection at anchorage is not required.
QUANZHOU
- MEC requirement: TBA
