The International Maritime Organization (IMO) decided to reduce Green House Gas emissions, with a goal of reducing emissions by 50% in 2050.
New regulations to reduce CO2 emissions from shipping was agreed upon at the IMO Marine Environment Protection Committee 76th session (MEPC 76).
The new regulations will come into effect on 1 January 2023.
EEXI
The objective of EEXI is to bring efficiency to existing ships under the Energy Efficiency Design Index (EEDI).
This technical measure and compliance will require a one-time certification.
To achieve compliance under EEXI requirement, ship have two choices to reduce emission of CO2. They can either choose to install a main engine power limitation (EPL) device, or install energy saving devices which will increase efficiency of vessel.
Another way of achieving compliance is to switch to lower carbon fuels like LNG.
CII
CII is related to operation of the vessel and introduced to drive continuous improvement of efficiency in seaborn transport and will require ships to become more energy efficient every year.
Unlike EEXI, CII is operational index, and calculation is based on IMO DCS reporting.
Under this part of regulation ships will be rated on yearly basis in categories A, B, C, D and E, with A being most efficient, and C being minimum level of compliance.
Vessels rated D for 3 consecutive years or E on any year will have to present approved action plan to be in compliance.
